The first dry dock was constructed by Cloughton in 1859. It was known as Number 1 Dock. The second dock was opened by Sir Harry George in 1868. For years, the harbor was simply known as New Harbor. It was later renamed Keppel Harbor by the Governor, Alexander. It was given this name when Keppel toured the country in 1900. The New Harbor Road was also called Keppel Road. It is reported that Admiral Keppel was very pleased.

The 1,000 unit property will be called Keppel Bay phase two. This condominium will sit on the mainland opposite Keppel Island. There are plans that it will have single blocks and low rise apartments.
